Program advisors consists of a network of 30 experts who provide advice on local and national levels to address issues of immigrants. The program was launched in September 2015 as a response to problems arising from military operations in eastern Ukraine and Crimea occupation.

Advisor IDPs are at the Departments of Social Welfare in all regions of Ukraine and Kiev, as well as the Ministry of Social Policy of Ukraine. They are intermediaries to people who were forced to leave their homes because of military conflict. In the areas of job advisers IDPs primarily focused on advising citizens. Among the topics which can seek help from a counselor, are:
1) restoration of documents;
3) social assistance and pensions;
4) resolve other legal issues.
